Depends on your need for a vehicle. Will it be a people mover or a combination of people and occasional cargo? What about your route? Is it all good roads or occasional potholes (like the rest of EDSA).
Pero for me, between the two, CR-V. No point of having a sedan in roads that we have in Metro Manila. Heck! They have better roads in Mindanao eh! (sorry sa OT)
For me, I'll go for crv. Between manual and AT, depends on your location. I'm from Davao so I go for manual coz we have less traffic. AT consumes lots of gas. For CRV AT, that would be about 5km per liter at heavy traffic like EDSA and the rest of the urban jungle manila. Goodluck brother!
Just my 2 cents, CRV is a really good ride. But FC is extremely bad.
So if fuel consumption is a big consideration, a brand new civic would definitely better. I used to drive a 2005 crv around, but every time I drive it, I check the fuel gauge more than the speedometer.
I think the CRV is a good weekend car, but not for an everyday use in the Metro. This is the main reason why I bought a GE jazz.
if you ask me, if you can go brand new... thats the better choice. even if slightly used lang yung mga cr-v, its still 2nd hand and what could their reason for selling the units 1-2 years old.
id go for the civic on this because:
you can afford it.
youll know that if ever any problem arises, its the casa's fault
not gas hungry
also the civic can handle the metro manila roads.
I would get CRV for its utility. I carry cargoes (that doesn't fit in tight trunks like the Civic's) from time to time.
CRV is based on the Civic so I wouldn't expect it to be any better (in terms of structural strength) when it comes to the rotted roads in the Philippines. It ain't no body on ladder frame SUV.
Of course, a 2.0 li (CRV) engine is going to consume a lot more fuel than a 1.8 li (Civic). It would be unrealistic to expect Jazz-like fuel sipping qualities from any other vehicle other than a Jazz. In future, yes it could be possible to have hybrid-like fuel consumption on a vehicle the size of CRV. But today, not yet. It is really how one drives the vehicle.
2nd hand isn't so bad as long as you know what you are looking at. 1-2 years old vehicle being resold isn't so uncommon and it does not necessarily mean there is a problem with it. Again you need to be careful and need to know the areas to inspect.

go for brand new.. just for the sheer thrill and feeling of waiting for a brand new car is enough for me to go with the Civic.. iba pa ren pag brand new...
as for the CRV, it's really gas hungry.. kahit mura na gas ngaun, mas mahal pa ren cia i-maintain.. kahit 07 pa yan, 09 na next week e.. resale value, talo ka pa ren... not to mention, 1-1.5 years na lang left sa CASA warranty mo on the CRV, as opposed to the 3years of the Civic..
go for the brand new.. you have very little chances of going wrong with a new unit.
If I remember it correctly, the CRV 2.0 A/T gets around 6 - 7 km/li Makati to Ortigas route as per a post by tidus in another thread. Also it depends alot on who's driving.
Btw, I hope we don't get easily deluded by Honda's marketing hoopla of "Drives like a 2.0, uses fuel like a 1.6" campaign for the Civic. In Consumer Report's "2008 Best and Worst Cars" annual issue, the Civic EX (m/t) belongs to the "Fewest miles per gallon" category (@20 mpg). Go figure.
